		<description>The 22nd amendment was passed after FDR finished his 4 term presidency. It did not come to effect immediately after though. Truman could have run for a 3rd term but chose not to. After that, the maximum time a president can stay in office is 2 terms. Also, with respect to FDR, part of the reason he stayed in power so long was WWII. However, he also suffered from Polio at the time, which almost rendered him incompetent for the Presidency.</description>
